"These are two different questions," added Pérez a few moments later. "One question is what should happen with the delegation in general, which is a political consideration.
"The second question is, mechanically, how the Commission expresses its retention of a previously delegated authority. And therefore, a form is by the provisional action of the president and the vice-president.

Robinson replied:
