California police watchdog will soon receive tidal wave of misconduct records, and recent reprimands spell trouble for impugned Antioch cops

Agencies across the state have until July 1 to turn over police misconduct records covering a three-year span, including Antioch and Pittsburg officers impugned in ongoing scandals.
