Riverside County has released Child Protective Services documents on the investigation that was conducted on the Fisher family a year before two children and a woman died in a fire at their Lake Elsinore-area home. The children’s mother, Devinn Fisher, was sentenced to 12 years in prison for her role in what was called a neglect case. Phyllis Fisher was the great-grandmother of the children. (GoFundMe)

The children’s mother was outside in a car with her boyfriend at the time of the fire — she under the influence of methamphetamine and he smoking meth, prosecutors said.
