Trish Davis, from the Green Building Council, feels the fake grass at the home of Ron Hills on Friday, March 12, 2010. Ron Hills is fighting with Saratoga because the city allows only 35 percent of a lot to be covered by an impermeable material (buildings, blacktop, patio, etc.) The city rules consider artificial turf, as well as gravel and bark, to be impermeable. When Hills built a new cabana on his property, he was told he would have to take up the artificial turf in his backyard and replace it with grass because he was over the 35 percent limit. He appealed and is trying to change the law because he says artificial turf is permeable -- water drains thru it easily-- and saves water so is "greener" . (Karen T.
